Currently there are no standards in North Carolina regarding the breeding of dogs. Dogs frequently live in filthy cages with limited room to move and seldom human contact. The Puppy Mill Bill (Senate Bill 460) would require breeders to get licensed and inspected which will improve the conditions of North Carolina puppy mills.
